Summary of Events
Syrian ex-prime minister Riyad Hijab appeared publicly today for the first time since he fled to Jordan last week, saying that the regime is falling apart morally, materially and economically and that its military is decaying and only controls about 30 percent of the country’s territory. The U.S. Treasury Department said that Hijab's name will be removed from its list of people whose assets are frozen, as he is no longer considered part of Assad’s regime.

As regime forces continue their siege and bombardment of the Damascus suburb of al-Tal for the fifth consecutive day, the Syrian National Council described the town as a “disaster area.” Regime forces continued shelling the western Ghouta district and the towns of Daraya, Moadamiya and Qudsaya as well as the neighbourhoods of Qadam and Asaly.

Switzerland has broadened sanctions against Syria banning three additional firms, including the national airline, from doing business in the country. It also imposed travel bans and asset freezes on 25 more Syrians, mainly military officials.

Regime forces massacred 10 civilians in the village of Shmetiya in the province of Deir Azzour, including women and children. Heavy shilling killed eight more in the Idlib suburb of Ma’arrat Masrin. Ten civilians and rebel fighters also died due to the regime attack on the Daraa suburb of Tafas, which rebels tried to repel.

Heavy clashes continued between rebel fighters and regime forces in the neighbourhoods of Sabaa Bahrat, Sakhour and Shaa’r in Aleppo city, amid heavy shelling that also targeted the neighbourhoods of Bustan Zahra and Bustan Qaser and the western outskirts of the city. Rebel fighters inflicted heavy losses on regime forces in the Idlib suburbs of Saramada, Maskana and Batbo. Meanwhile, regime forces continued shelling the towns of Bennesh, Saraqeb and Habitt. Heavy clashes broke out in the villages of Be'r Aajam and Bariqa in the province of Qunaitera.

Regime forces continued attacks on the city of Homs and its provincial towns Talbiseh and Rastan as well as the village of Ghanto. They also resumed shelling the Daraa suburbs of Um Walad, Bosra, Karak Sharqi and Naima. Meanwhile, the heavy bombardment continued in the neighbourhood of Ummal in the city of Deir Azzour and its provincial towns of Abu Kamal and Mayadin and the village of Hajin as well as the resorts of Salama in the province of Latakia. Regime forces also carried out sweeps and arbitrary arrests in the industrial zone and the neighbourhood of Bashoura in Hama city and shelled the suburb of Sheir.

The Syrian regime informed the UN that it approved of Algerian diplomat Lakhdar Brahimi as the replacement for Kofi Annan as the U.N.-Arab League peace envoy.
